On March 7–8, 2013, four delegates from the Capiz State University (CAPSU) took part in the Foundation Course on Intellectual Property (IP) sponsored by the Intellectual Property Office (IPO) Philippines at the Western Visayas College of Science and Technology (WVCST) in La Paz, Iloilo City.
Joining some 90 participants coming from the state universities and colleges (SUCs) around Western Visayas and the Visayas, the CapSU delegation was led by Dr. Cora Navarra, vice-president for research and extension; and included Engr. Arlyn Olmo and Engr. Efren Linan, both of Burias Campus; Engr. Ike Uvas of the Roxas City Campus; and Niño Manaog, university extension associate.
The capability building initiative was hosted by the WVCST led by President Luis Sorolla, Jr. and implemented by Engr. Carmelo Ambot, vice-president for research and extension.
The training also convened representatives from WVCST, West Visayas State University, University of the Philippines Visayas, Bohol Island State University, Northern Negros State College of Science and Technology, Central Philippines State University Visayas State University and Aklan State University.
Among others, the participants were briefed on the rudiments of intellectual property by no less than Intellectual Property Office Philippines Director General Ricardo R. Blancaflor, who stressed the relevance of intellectual property to the state universities and colleges.

A case study involving the concepts studies was given to the participants who worked in three groups. After which, the panel of directors evaluated the presentations.
According to IPO Philippines, the foundation course launched the year-long training which seeks to fully turn in potential patent writers and claims drafters.
The scheduled follow-through trainings include one on prior art to be held in April at the Carlos Hilado Memorial State College in Bacolod City and another on patents drafting to be hosted by the Capiz State University.
